Magnesium and Hair Loss

I have a couple of questions regarding magnesium and hair loss.
Is it true that magnesium deficiency causes hair loss?
Is using magnesium oil an effective way to regrow lost hair?

    Magnesium deficiency can result in hair loss. This deficiency can be the result of a lack of magnesium in your diet, or excess consumption of refined foods which interferes with the body’s ability to absorb magnesium.

    Too much coke, white sugar, white bread and white rice are harmful to your overall health in general and to your hair specifically.
